In 1979, the First NB-PEI Water and Wastewater Association was established. Spearheaded by Jim Shaffner, an engineer with the New Brunswick Department of Environment, and ten treatment plant operators, this association provided operators with the unique opportunity to exchange information, to establish new training programs, and to communicate with other sectors of the industry.

By creating and promoting fellowship amongst water and wastewater plant operators, the association attracted others. In 1981, operators from Nova Scotia joined and the association changed its name to MARITIME PROVINCES WATER AND WASTEWATER ASSOCIATION.
